1.      Welcome and Call to Order

  • Tom Urbanik called the meeting to order at 1:30 pm.
  • Attendants introduced them selves (Attached)
  • Reminded participants that past meeting minutes and presentations are located at: http://signalsystems.tamu.edu/  (Only the minutes are password protected).

2.      NCHRP Report, Ray Derr

·         Workshop was on Saturday for NCRP 3-66

·         Interim Report is available at (Attached)

·         Copy of Workshop slides are available at (Attached)

3.      FHWA Update, Raj Ghaman (Attach)

·         ACS-Lite: Software is ready for lab testing, field testing is scheduled for Ghana, OH in Spring 05.  Three additional field tests are planned after the Ghana, OH field test.

·         Workzone Analysis Software:  Version 2.0 is now available at McTrans.

·         Claire(From France):  Deploying in Houston, TX

·         Dynasmart (MIT):  Deploying in Houston

·         Rhodes (Siemens/U of A):  Deploying in Houston

·         FHWA Tier 1 Projects

·         Weather responsive algorithms

·         Cooperative Intersection:  Travel time from automated vehicles

·         Integrated Corridor Management (Dale Thompson/John Harding):Co managed by FHWA and FTA (Attached)

4.      FHWA Update, Pam Crenshaw

·         Peer review held at USDOT in January 2004 immediately following TRB.

·         Scoping work is underway for a traffic signal timing manual.


5.      TRB Update, Rich Cunard

·         Welcome to 87th Annual Meeting

·         ~9500 Attendants

·         2600 papers submitted (Up 5%)

·         10,000 Electronic reviews submitted

·         1600 Papers being presented

·         600 Poster sessions (40%)

·         Operations Committees have 50% of papers in poster sessions

·         Considering a 4th Hotel for future years (2007-2008)

·         Electronic paper review was brought in house in 2005

·         CD ROM has 1580 papers (87% of papers were revised)

·         Trying electronic narration of PPT presentations during selected presentations and will post those on their web site.

·         Committee rotation, AHB25 is scheduled for rotation this year (1/3 must rotate off to make room for new members)

6.      Paper Reviews, Larry Head

·         48 Papers submitted

·         33 accepted for presentation or poster (28 in poster, 5 in sessions)

·         100% of papers were revised

·         11 papers will be accepted for publication

·         Few minor problems with SPAM filters on email to reviewers

·         Considering moving the paper review process to a small subcommittee to handle review by a few topical areas.

7.      Best Paper Award, Paul Olson

·          Rhodes, A., D. Bullock, J. Sturdevant, Z. Clark, and D. Candey, “Evaluation of Stop Bar Video Detection Accuracy at Signalized Intersections," Transportation Research Record, TRB, National Research Council, Washington, DC (Preprint #05-0384).

8.      Problem Statement, James Powell

·         Active 3-66 Project: Traffic Signal State Transition Logic Using Enhanced Sensor Information (University of Tennessee)

·         Active 3-79 Project: Measuring and Predicting the Performance of Automobile Traffic on Urban Streets (Texas Transportation Institute)

·         Report on the Research Problem Statement Status (Attach)

·         Reviewed historical RPS activities (Attach)

·         Reviewed RPS opportunities that have been submitted via the committee website (Attach)

·         Reviewed RPS web page (Attach)

·         Discussion on how committee can most effectively advance problem statements.

·         Steve Shelby agreed to work with Jim Powell on problem statement advancement

·         Committee charged Jim Powell with ensuring the following research problem statements are developed and submitted in 2005:

·         Safer Signal Operations Through Variable Phase Sequencing (title needs to be revisited)

·         Primary authors:  Jim Powell, Steve Shelby and Larry Corcoran

·         Engineering Countermeasures to Reduce Red-Light Violations and Related Crashes (title needs to be revisited) (23 votes)

·         Primary authors:  Jim Bonneson, Jim Williams and Larry Corcoran will develop

·         Coordination of research with FHWA is very important… discussion ensued on how research efforts might be coordinated.

9.      TRB Section Chair, Dan Turner

·         Encouraged committee to participate in AASHTO committee to advance research need statements.

10. Peter Koonce

·         Recap of Sunday Workshop (Attach)

·         Traffic Signal Timing Manual (Attach)

·         Raj Ghaman has asked for a one page problem statement to help him solicit funding for a signal timing manual.

11. Strategic Vision for the Committee, Larry Head

·         Challenged the members to think what impact we should shoot for beyond our summer workshop activities.

12. Summer Meeting (with Highway Capacity Committee)

·         July 10-16, Las Vegas, Nevada

·         Monday topic will be performance measures

·         Business meeting will be at the end on Wednesday afternoon.

·         Subcommittee meetings on Sunday

·         Larry Head is looking for performance measure related research activities so he can identify speakers for the summer program

·         Committee members strongly supported holding the meeting at a down town hotel (non casino if possible)

·         Mike Kyte is organizing a Tues afternoon/Wed afternoon session to develop an understanding of how a modern traffic signal controller operates

.1.       Tues is disconnect between modeling and reality

.2.       Wed is looking forward on how HCM can be improved
