1.      Welcome and Call to Order

  • Tom Urbanik called the meeting to order at 1:30 pm.
  • Tom Urbanik introduced Larry Head as the incoming chairman.
  • There is an opening for a "younger member" (under <30)
  • There are openings for four international members (Canada is not International)
  • Attendants introduced them selves (Attached)

2.      TRB Report: Rich Cunard

  • Tom Urbanik was thanked for his eight years of service and growth of the committee under his tenure. Tom was presented with a certificate of appreciation.
  • Preregistered 8600. expect to top 10,000 attendants
  • 2800 papers submitted
  • Operations received over 400 papers
  • 1700 papers accepted
  • 3000 Speakers
  • 58 Countries
  • Target publication rate is 30%
  • TRB may face a 20% budget cut, and publish only 25% of papers
  • Marriot was sold over the summer. Exhibit hall is being renovated...exercise facility is now a meeting room..space it tight. Long term, Wardman or Park tower may be converted to condos.
  • Will be setting up a TRR Editorial Board in the next few months
  • Encouraged authors to cite official TRR. TRB now makes those papers available during the submission and resubmission periods.
  • Exploring a webinar type environment
  • Mid year meeting will be hosted in Woods Hole, MA on Buzzard's bay.

3.      Minutes

  • Minutes from the 2005 Summer Las Vegas Meeting were unanimously approved.

4.      Web Site

  • Larry Head stated minutes no longer need to be password protected. Monty will remove password.
  • National Report Card issued this summer... US grade was a D-.

5.      John Halkias, FHWA Report

  • Pam Crenshaw has transferred to FAA. Her slot will be filled by Eddy Curtis on Feb 5, 2006.
  • Signal Timing Manual Contract should be awarded in a week or so. Note... This was awarded to KIA in Portland ~ Feb 2006

6.      Ed Fok, FHWA Report

  • Houston showed larger benefits then Ghana on ACS Lite deployment... numerical data will be published in the next few months.
  • Additional ACS Lite tests planned for March

7.      Dan Turner, TRB Section Chair Report

  • Delighted with our committee strategic plan
  • Per person AHB25 is the most productive per person.
  • Historically TRB has received 18% of it budget from FHWA. That allocation may go away. There is a lot of effort underway at all levels to address this issue.
  • Asked for members to take an interest in contributing the Strategic Plan.
  • Technical Activities Division is working on a strategic plan. This is a high priority for the division.
  • Nine critical issues were identified this year. We need to make sure our committee is engaged in those nine critical issues.
  • Diversity is important. It is important that minority and women are equally visited.
  • No committee in our section meets or exceed TRB average for women, minority, or younger members.
  • Considering a resolution for being able to triage papers... identify early the papers that not viable.

8.      Larry Head, Paper Review Process

  • Our paper submissions grew by 50% this year
  • 67 papers submitted this year.
  • Within 1 week he had 5 reviewers for every paper...Larry thanked reviewers for their prompt response.
  • 48 papers were accepted for the meeting (podium and poster)
    • 50/50 split on people preference for podium/poster
    • Larry will recommend that TRB change submission process so that TRB can collect author preference on podium vs. poster.
  • Nate suggested a prerequisite for a podium session is that all papers have a nicely correlated theme so that it draws people for all of the papers.
  • Larry asked for attendant comments on podium vs. poster.
  • We will publish between 16 and 22 papers.
  • Paul Olson suggested that authors look at best practice for Poster Formatting/presentations.
  • Nate indicated that having a Poster Session Chair this year is a nice improvement. Perhaps the chair can collect approximate attendance data.
  • Steve Shelby suggested a call for paper. Larry/Nate discussed that it might create an enormous workload based upon past experience by Nate. Such a process might be useful for the summer meeting.
  • Peter Koonce. There is a lot more competition on Sunday sessions. 

9.      Paul Olson, Best Paper Award

  • Manoel Mendonca Castro-Neto, Tom Urbanik, and Lee Han, "An Evaluation of Alternative Permissive Periods on the Performance of Non-Coordinated Phases in Coordinated Traffic Signal Systems," Paper ID # 06-0520. Plaque will be presented at Session # 368 in Marriot Salon 2 at 1930 (1/23/06).

11. Peter Koonce, Traffic Signal Timing Manual Subcommittee

  • Presented a PPT summary (Attach)
  • Troy Peoples is coordinating an AASHTO Committee visit June 25-28th
  • Proposal for the summer meeting focusing on Signal Timing...will be discussed after the break.

12. Byoung Park, Simulation Subcommittee

  • Presented a PPT summary (Attach)

13. Larry Head, Architecture Subcommittee

  • Developed from the NCHRP 3-66 Project
  • Spring 2006 the committee will plan activities

14. Allen Clelland

  • NEMA Meeting at ITE Convention in San Antonio .. Save the date...Wed afternoon on March 22, 2006.
  • Moving toward a functional spec for ATC.
    • TS II Maintenance Functional spec for detection data (more then contact closure)
    • unctional spec for actuated signal control
    • New generation cabinet
