rate has reduced from ~50% to about %30.
- Reviewers
will receive copies of reviews written by their peer reviewers on that
paper.

Submission process has been updated for September submission, projects
scored in March, programmed in April

2002, Queue measurement and Travel Time RNS was submitted by A3A18….and
combined with a Highway Capacity Manual RNS and called

Estimating and Measuring Urban Street Traffic Speed and Level of
Service, $625,000
- Synthesis
topics are due at the end of January and can be submitted directly via
the TRB web site.

Duncan: ATC/Standards Update
- ATC
Controller working group met week of July 21, 2003 and the document is close to
being distributed for user comment.
- Consultant
reviewing API standard has suggested improvements (was not clear multiple
vendors could write an API that would be compatible with each other),
committee is deliberating how to proceed.
- ITS
Cabinet Standard: At recommended standard level and currently out for
vote.
- Field
Master Station (FMS) still underway, a new user comment draft planned for
2004 on.
- Signal
Priority Object Standard is now in user comment status.
- Extensive
discussion took place with regard to what the federal role should be in
facilitating the development of standards.

FHWA Report

Handbook, Completed, undergoing ADA review this fall, will be posted in Spring 2004
- Detection
Course is currently being updated and placed on a CD Rom
- FHWA is
looking for a site to test ACS-Lite deployment in Spring 2004
- Traffic
Signal Timing has been elevated to “Program Status”
- 2003
Initiatives include:
- Courses
- Regional
Case Studies/Lessons Learned
- Traffic
Signal Timing on a Shoe String
- Developing
initiative to explain that traffic safety funds should be consider as a
source of funding for signal timing projects.
- FHWA/ITE
are discussing a possible effort to develop a Traffic Signal Timing
Certificate Program.
