1. Welcome and Call to Order
- Tom Urbanik called the meeting to order at 1:05 pm.
- Attendants introduced them selves (Attached)
- Reminded participants that past meeting minutes and presentations are located at: http://signalsystems.tamu.edu/ (Only the minutes are password protected).
2. New Members
This is a rotation year; the following new members have joined the committee:
- Rick Denney
- Mark Dunzo

3. Discussion of Joint Workshop and Joint Activities
- Committee was very positive on joint workshop. It was less clear how future collaboration would take place.
- Darcy Bullock suggested that the AHB25 committee more aggressively pursue more equal representation on NCHRP panels involving traffic signal systems.
- John Leonard suggested that the AHB25 committee should concentrate on working with the Urban Streets and Traffic Signal SubCommittee, not the full HCM committee.
4. Peter Koonce, Signal Timing Manual Subcommittee (Attach)
- Recapped Summer Workshops from
- 2003 (Isolated Design),
- 2004 (Coordinated Design), and
- 2005 (Best Practices).
- Discussed pending FHWA Traffic Signal Timing Manual Project
- Suggested that AHB25 participate in developing "Appropriate Practice"
- Suggested we need a better vision for research (HCM folks have a $16,000,000 plan)
- Suggested considering taking over Chapter 16.
5. Rich Cunard, TRB
- Jan 22-26 this year
- New Joint Sub Committee on intersections might be an item for AHB25 to consider.
6. Brian Park, Simulation
- Attended by 19 people

- B. Park made a motion "Simulation subcommittee recommends TSSC participate/sponsor joint simulation subcommittee"
- Brian Park will coordinate details.
- Motion passed unanimously.
7. Larry Head (Paul Olson Reported), Architecture
- Without a clear definition of how the controller operates, we can not have an effective discussion.
- Larry has proposed using the UML tools to formalize the controller architecture.
8. Jim Powell, Research
- One page summary of problem statements

- Update on pending research needs (Attach) developed from forms submitted by attendants on Monday.
- The research needs statement on "Engineering Countermeasures for Red Light Violation" will be submitted by the September 15, 2005 NCHRP deadline.
- The research needs statement on "Unified Multi-Modal Traffic Signal Control" will require further refinement. Committee will discuss further.
- The following group will develop a research needs statement on "Reliability-Based Performance Measures for Traffic Signal Systems" by the September 15, 2005 NCHRP deadline.

9. FHWA Report, Raj Ghaman
- Current highway bill is extended to July 18, 2005.
- Signal Timing on a Shoestring
- New items
- Looking for a site to test video queue detection from France.
- ACS Lite will be deployed at the end of July in Guyana, OH on an Econolite System.
- Tier 1 Research Initiatives
- VII has started
- Integrated Cargo Management
- Weather management (connect all RWIS together to Colorado).
10. Tom Urbanik, Annual Meeting Workshop
- Larry Head will coordinate the Sunday workshop by drawing on the presentations that were given at the Las Vegas mid year meeting. Discussion will ensue after the meeting with Larry to determine if some UML primer material should be incorporated into the Sunday workshop. Perhaps Larry could have a primer on how UML could be used to integrate performance measures into traffic control systems.
- Rick Denney suggested that we need to make sure if we include UML, we put it in the broader perspective System Engineering.
- Ali Eghtedari volunteered to assist Larry in the coordination of the UML/System Engineering activities
11. Tom Urbanik, Summer Meeting
- Koonce suggested Boston, MA
- Olson suggested Woods Hole, MA. Committee was supportive of meeting in Woods Hole, MA. If that does not work for TRB, consider:
- Hartford, CT (14 votes)
- Asheville, NC (10 votes)
- Atlanta, GA
12. Paul Olson, Best Paper Committee
